All vehicle owners in South African are now required by law to provide proof of residence in order to renew their vehicle licence.

The new rule came into effect on 1 November 2015. According to the Department of Transport, drivers who fail to meet the new requirements will have their vehicle licence applications denied.

Motorists and companies will need to provide the following information in order to register a vehicle, renew a licence disk, and apply for a driver’s licence, etc.

– Full names, date of birth, identity number, business registration number, and an acceptable form of identification.

– Proof of postal and residential address, by means of a utility bill. If the utility bill is not issued in the person’s name, an affidavit is needed declaring that they reside at that specific address. This affidavit must accompany the utility bill.

– A person who lives in an informal settlement is required to provide a letter with an official date stamp from the ward councillor, confirming the postal and residential address of that person.

– Furthermore, a completed NCP (Notification of Change in Particulars) form must accompany all documentation. This form is available at licensing authorities or online.

The purpose of the new law is to ensure that all the people registered on the system will promptly receive their renewal notices and other traffic-related correspondence. It’s important, however, to note that the new regulations cannot, at this time, be used to withhold a licence disc for outstanding e-toll fees or traffic fines. In order to avoid frustration, motorists should be fully prepared and take all the necessary documents with them, when applying for a licence disc.
